Tunjangan Hari Raya PNS Tahun Ini Makin Gede Lho, Segini Besarannya
Setiap menyambut hari Lebaran, ada satu kata yang selalu digunjingkan: THR.

THR yang dimaksud adalah Tunjangan Hari Raya dan bukan Taman Hiburan Rakyat meski dalam guyonan sering keduanya dipertukarkan.

Seperti dalam sebuah meme yang beredar di media sosial, ada guyon yang hanya dimengerti oleh mereka yang pernah bersinggungan dengan Kota Yogyakarta.

“Yen ono sing takon THR, jawab wae Jok Teng Wetan ngalor.” (Jika ada yang bertanya THR, jawab saja Pojok Beteng Wetan ke utara)

Pojok Beteng adalah salah satu dari empat penanda batas pagar kraton Yogyakarta.

Namun kali ini kita tidak berbicara soal THR yang Taman Hiburan Rakyat, tapi yang Tunjangan Hari Raya.

Mengutip dari gajimu.com, THR sendiri adalah hak pendapatan pekerja yang wajib dibayarkan oleh pengusaha kepada pekerja menjelang Hari Raya Keagamaan yang berupa uang.

Namun tahukah kamu bagaimana sejarah dari adanya THR yang diberikan untuk pekerja di Indonesia ini?
Melansir dari Kabarburuh.com, sejarah kemunculan THR pertama kali itu muncul pada masa pemerintahan Presiden Soekarno.

Tepatnya pada era kabinet Soekiman Wirjosandjojo. Kabinet tersebut dilantik pada tahun 1951 dan memiliki program yang salah satunya untuk meningkatkan kesejahteraan pamong pradja yang kini dikenal dengan sebutan Pegawai Negeri Sipil (PNS).

Pada awalnya, tunjangan diberikan hanya kepada aparatur negara saja. Pemberian tunjangan ini merupakan sebuah strategi agar para PNS di masa itu memberikan dukungan kepada kabinet yang sedang berjalan.

Saat pelaksanaanya, Kabinet Soekiman membayarkan tunjangan kepada para pegawai di akhir bulan Ramadan berjumlah sekitar Rp125 atau sekitar Rp1.100.000 juta di masa sekarang hingga Rp200 atau setara Rp1.750.000 juta

Tak hanya uang, kabinet Soekiman sendiri juga memberikan tunjangan lain berupa beras.

Namun, kebijakan tunjangan yang hanya diperuntukkan PNS ini mendapat gelombang protes dari kaum buruh.

Mereka pun juga meminta agar nasibnya turut diperhatikan oleh pemerintah.

Para buruh tersebut melancarkan aksi mogok pada 13 Februari 1952 dengan tuntutan agar diberikan tunjangan dari pemerintah di setiap akhir bulan Ramadan.

Kebijakan dari Kabinet Soekiman ini dianggap pilih kasih oleh para buruh. Karena hanya memberikan tunjangan kepada pegawai pemerintah.

Diketahui, pada masa itu, aparatus pemerintah Indonesia masih diisi oleh para kaum priyayi, ningrat, dan kalangan atas lainnya.

Tentunya, para buruh merasa hal tersebut tidak adil karena mereka juga merasa turut bekerja keras bagi perusahaan-perusahaan swasta dan milik Negara, namun mereka tidak mendapatkan perhatian dari pemerintah.

Namun kebijakan tunjangan dari kabinet Soekiman akhirnya menjadi titik awal bagi pemerintah untuk menjadikannya sebagai anggaran rutin Negara.

Tahun 1994 pemerintah baru secara resmi mengatur perihal THR secara khusus.

Peraturan mengenai THR ini dituangkan di dalam Peraturan Menteri Tenaga Kerja RI No. 04/1994 tentang Tunjangan Hari Raya Keagamaan bagi Pekerja di Perusahaan.

Dalam peraturan tersebut, dijelaskan bahwa pengusaha wajib memberikan THR kepada para pekerja yang telah bekerja selama tiga bulan secara terus meneru ataupun lebih. Besara THR yang diterima pun disesuaikan dengan masa kerja.

Pekerja yang telah mempunyai masa kerja 12 bulan secara terus menerus atau lebih menerima sebesar satu bulan gaji.

Sementara pekerja yang mempunyai masa kerja tiga bulan secara terus menerus, tetapi kurang dari 12 bulan diberikan secara proporsional dengan masa kerjanya, yakni dengan perhitungan masa kerja/12 x 1 (satu) bulan gaji.

Di tahun 2016 ini, pemerintah melalui Kementrian Ketenagakerjaan, merevisi peraturan mengenai THR tersebut. Perubahan ini tertuang dalam peraturan menteri ketenagakerjaan No.6/2016.

Peraturan terbaru itu menyebutkan bahwa pekerja yang memiliki masa kerja minimal satu bulan sudah berhak mendapatkan

Tunjangan Hari Raya. Selain itu kewajiban pengusaha untuk memberi THR tidak hanya diperuntukan bagi karyawan tetap, melainkan juga untuk pegawai kontrak. Termasuk yang bekerja berdasarkan perjanjian kerja waktu tidak tertentu (PKWTT) maupun perjanjian kerja waktu tertentu, (PKWT).

Namun siapakah sebenarnya sosok Soekiman Wirjosandjojo?


Melansir dari Jakarta.go.id, Soekiman Wirosandjojo adalah tokoh politik dan pejuang kemerdekaan Indonesia yang juga dikenal sebagai tokoh Masyumi (Majelis Syuro Muslimin Indonesia).

Ia adalah Perdana Menteri pada 27 April 1951-3 April 1952. Lahir di Sewu, Solo pada tahun 1898.

Ia mengenyam pendidikan di ELS yang kemudian dilanjutkan ke STOVIA (Sekolah Dokter) di Jakarta. Saat usianya menginjak 29 tahun, ia lulus dari Universitas Amsterdam bagian kesehatan.

Selama menuntut ilmu di negeri Belanda, ia mendalami masalah sosial, politik dan juga kebudayaan. Karena kecakapannya, ia pun terpilih menjadi ketua Perhimpunan Indonesia pada tahun 1925.

Tahun 1926 ia pulang ke tanah air dan membuka praktik dokter di Yogyakarta. Seiring dengan itu, ia terjun dalam perjuangan dengan memasuki Partai Sarekat Islam (PSI) pimpinan H O S Tjokroaminoto dan H Agus Salim, ia menjabat bendahara selama enam tahun.

Bersama H Agus Salim, ia mengubah partai itu menjadi Partai Sarekat Islam Indonesia (PSII). Partai ini merupakan partai politik tertua di Indonesia.

Pada tahun 1930, setelah timbul perselisihan, dia keluar dari partai dan bersama Surjopranoto mendirikan Partai Islam Indonesia (Parii).

Partai baru ini tidak berumur panjang dan hanya bertahan hingga 1935

Meskipun demikian, cita-cita Soekiman untuk mendirikan partai politik Islam yang besar dan berpengaruh tetap menyala.

Usahanya tidak berhenti, pada tahun 1939, bersama Wiwoho, ia menghidupkan kembali Partai Islam Indonesia (disingkat PH) dengan mengambil haluan serupa dengan partai terdahulu.

Bersifat terbuka dalam keanggotaan, partai ini banyak menerima anggota dari organisasi lain, misalnya Muhammadiyah.

Pada waktu itu, di samping adanya federasi partai-partai politik nasional, terdapat pula federasi dari semua pergerakan nasional dan federasi pergerakan Islam, yaitu MIAI (Majelis Islam A'la Indonesia). Dr Soekiman menjadi anggota penting federasi itu.

Setelah Proklamasi Kemerdekaan, ia diangkat menjadi anggota Dewan Pertimbangan Agung sembari tetap memajukan Masyumi.

Soekiman meninggal pada tahun 1974.
