Polisi Gadungan Tukang Pungli Ditangkap, Ini Cara Bedakan Polisi Asli atau Palsu Saat Razia


Akun Instagram Traffic Management Center (TMC) Polda Metro Jaya mengunggah sebuah video yang memperlihatkan penangkapan seorang polisi gadungan di ruas JLNT Casablanca, Jakarta, Minggu (15/7/2018).
Polisi gadungan itu diketahui bernama Joseph Anugerah (20). Dalam video terlihat Joseph tengah didatangi petugas polisi. Ia diminta menunjukkan kartu identitas yang belakangan diketahui palsu.
Joseph nampak mengenakan jaket kulit warna hitam yang ditutupi rompi hijau khas polisi lalu lintas. Ia juga memakai topi polisi dan membawa handy talky (HT).


Joseph pun langsung digelandang ke Polda Metro Jaya. Sehari setelahnya, ia ditetapkan sebagai tersangka sebagaimana yang telah dijelaskan Kabid Humas Polda Metro Jaya Kombes Argo Yuwono pada Senin (16/7/2018).
Kini Joseph mendekam di Rutan Polda Metro Jaya untuk menjalani kelanjutan proses hukum. Berdasarkan laporan Kompas.com, Joseph ternyata sudah beraksi sebagai polisi gadungan sebanyak tiga kali.
Ia melakukan pungutan liar alias pungli kepada pengendara yang melanggar lalu lintas.
"Aksi tersebut dilakukan oleh tersangka berulang sebanyak 3 kali di jam yang sama yaitu sekitar pukul 17.00 WIB sampai dengan pukul 18.00 WIB," ujar Argo.
Argo menjelaskan, Joseph melakukan aksi pertamanya pada Kamis pekan lalu dan mendapat uang pungli sebanyak Rp 150 ribu.
Adapun aksi keduanya dilakukan pada hari Jumat dengan uang hasil pungli sebanyak Rp 150 ribu.
Terakhir, Joseph mendapat uang hasil pungli sebesar Rp 200 ribu. Saat aksi terakhinya itulah Joseph diamankan polisi.
Ia ternyata tak hanya melakukan pungli, tapi juga menghukum pengendara yang melanggar dengan menyuruh mereka push up.
"Yang bersangkutan juga meminta pengendara sepeda motor yang mencoba melalui JLNT Casablanca pada hari Kamis sekitar pukul 17.00 WIB," ujar Argo.
Usut punya usut, Joseph mengaku terobsesi ingin menjadi polisi.
Uang hasil pungli yang didapatnya digunakan untuk memenuhi kebutuhan sehari-hari.
Kepada polisi, Joseph mengaku membeli atribut polisi di Pasar Senen Jakarta Pusat dan di Bandung.
Sementara itu, HT dipinjamnya dari sang ibu yang bekerja di PT Freeport Indonesia.
Cara Membedakan Polisi Gadungan dan Asli saat Razia
Direktur Lalu Lintas Polda Metro Jaya Kombes Yusuf memberikan tips membedakan polisi asli dan polisi gadungan yang melakukan razia.
1. Biasanya Tidak Sendiri
Yusuf mengatakan, razia yang digelar satuan lalu lintas biasanya dilakukan secara berkelompok.
Ia meminta warga segera melapor jika anggota polisi melakukan tilang sendirian untuk memastikan kebenaran razia tersebut.
"Kalaupun polisi itu sendirian, pasti ada identitas nama di seragamnya, ada bet dan sebagainya," ujar Yusuf, Senin (16/7/2018).
2. Identitas Jelas
Identitas polisi asli, menurut Yusuf, selalu tertempel di seragam yang dikenakan saat bertugas.
Identitas itu dapat berupa bet nama atau kartu tanda anggota (KTA) polisi.
"Jadi, perhatikan bet di seragamnya. Kalau masih ragu silakan menelepon ke kantor polisi," kata dia.
Dalam video penangkapan Joseph yang diunggah akun Twitter @tmcpoldametro pada Minggu, rompi hijau Joseph tidak dilengkapi dengan bet nama.
Kepada polisi, Joseph menunjukkan KTA yang ternyata palsu.
3. Punya Surat Tilang
Yusuf mengatakan, saat melakukan razia atau penindakan, jajarannya selalu membawa bukti pelanggaran atau tilang.
Tilang merupakan surat yang dijadikan pengantar bagi pelanggar untuk menghadiri sidang pelanggaran.

"Kalau polisi yang enggak benar, pasti enggak punya tilang," kata Yusuf.
Ia mengatakan, tidak semua polisi yang hendak melakukan penindakan membawa surat tugas penindakan.
Namun, polisi asli pasti membawa tilang.
4. Plang Tanda Razia
Yusuf mengatakan, saat razia digelar, jajarannya memasang sebuah plang untuk menunjukkan bahwa pada saat itu tengah dilakukan razia.
"Dan pasti saat razia ada yang memimpin," ujarnya.
Dalam kasus ini, Joseph menghentikan kendaraan yang melakukan pelanggaran dan meminta sejumlah uang.
"Jadi kalau yang (dilakukan yang) bersangkutan itu namanya bukan melakukan tilang ya," kata Yusuf.
Ia mengimbau masyarakat lebih berhati-hati dan segera melapor saat bertemu oknum polisi dengan ciri-ciri yang mencurigakan.
